Oxford Academics in Japan Lecture Series
“The Ethics of Smuggling”
By Professor Matthew J. Gibney, Professor of Forced Migration and Fellow of Linacre College, Oxford

Across the world, from the Andaman Sea to the Mediterranean and on to the Sahara Desert, migrants daily jeopardise and often lose their lives by undertaking journeys facilitated and encouraged by people smugglers. In this talk Professor Matthew J. Gibney will consider the ethics of the human smuggling trade. Are governments of the global North right to portray smuggling as an intrinsically immoral practice? If not, under what circumstances might it be acceptable, or even morally praiseworthy? Who should bear moral responsibility for the deaths or injuries that frequently occur in cases of people smuggling? What is the moral difference between human smuggling and human trafficking?

Professor Matthew J Gibney is Professor of Politics and Forced Migration at the University of Oxford, Fellow of Linacre College and former Director of the Refugee Studies Centre. He specialises in the political and ethical issues raised by refugees, citizenship, and migration control.
